The industry has historically had difficulty agreeing on multi-operator decommissioning campaigns. The reasons are many, and some of them systemic, but among them is the fact that campaign learning curves mainly benefit the later operators, leading to unwillingness to be “the first operator”. Maersk Decom has developed a set of rules and corresponding algorithms to ensure that learning curve benefits are shared among participants, including late participants, in multi-operator campaigns.
