Indian Directorate General of Hydrocarbons

The Indian Directorate General of Hydrocarbons (DGH) has set up a committee to hire a consultant to suggest a set of guidelines for site restorations in E&P blocks after carrying out of petroleum operations. The committee has finalized detailed parameters for hiring a consultant under the following heads:

  • Scope of work for the consultant to be hired for site restoration
  • Bid Rejection Criteria (BRC) and Bid Evaluation Criteria (BEC) for the tender for hiring of the consultant
  • Review of international norms, regulatory standards and legislations for field abandonment and site restoration (for both on land and offshore fields)
  • Review of standard practices for field abandonment of wells, offshore platforms (topsides and jackets), pipelines and PLEMs, SPMs, subsea umbilical's, subsea structures and surface facilities
  • Identification of standard parameters for evaluation of field abandonment and site restoration plan
  • Specific recommendations pertaining to commencement of site abandonment and approval of the site restoration plan
  • Evolving a single window mechanism for field abandonment and site restoration
  • Credentials of the members of the project team
  • Evaluation and selection procedure for finalization of the consultant
  • Deliverables of the report on site restoration, along with timelines
